BIOGRAPHY

Luis Eduardo Torres Carrasco (1927–2019) obtained his Doctor of Jurisprudence degree from the Pontifical Catholic University of Ecuador (PUCE) in 1957. That same year, he established his law practice in the city of Ambato, upon whose professional legacy Estudio Torres Cobo was later developed, with offices in Ambato and Quito.

He had extensive experience in the practice of law, particularly in contractual, real estate, inheritance, corporate, banking, agrarian, and tax matters. He also served on the Criminal Court of Tungurahua at the beginning of his legal career. He acted as trial counsel in more than two thousand civil, commercial, administrative, and criminal proceedings.

For his exclusive professional use, he systematized the case law of the Supreme Court of Justice, from Gazette No. 1 of 1902 through Gazette No. 12 of Series XV of 1991. His contracts, lawsuits, and legal pleadings were the subject of careful study within the legal community. His profound knowledge of the legal system, impeccable legal reasoning, extraordinary capacity for synthesis, and long-standing experience earned him recognized prestige as a lawyer and jurist in central Ecuador.

During the periods from 1975 to 1982 and from 1998 to 2011, he served as Property Registrar of the city of Ambato. He was a member of the Ambato Bar Association and the Ecuadorian Association of Banking Law.

His experience in the business sector was also notable and widely respected for its contributions to the community. In 1959, he founded Diario El Heraldo, serving as its Director from that time onward. In 1977, he was among the founders of Banco de Tungurahua, where he served as Director and Legal Advisor until 1997.

He served as Mayor of the city of Ambato from 1970 to 1974, as Congressman for the province of Tungurahua from 1968 to 1970, and as Alternate Constituent Assembly Member from 1966 to 1967. He also served as President of the Electoral Tribunal of Tungurahua from 1959 to 1961.

He wrote the book El Alcalde y el Pueblo in honor of his uncle, José Arcadio Carrasco Miño, who served several times as Mayor of Ambato, as well as Prefect, Senator, Constituent Assembly Member, and Governor. In addition, he wrote approximately eight thousand editorials for Diario El Heraldo.
